The Scuba Cylinder Audit Programme (SCAP) is operated by New Zealand Underwater who is authorised by the Department of Labour to operate a quality management system supervising the operation of scuba cylinder filling, inspection and testing stations in New Zealand. The SCAP programme complies with all relevant Acts, Regulations, and Standards, and contributes towards diver safety. All testing and inspection stations in New Zealand must by law, be audited by New Zealand Underwater, or an accredited ERMANZ auditing agent. All SCAP Stations undergo annual audits plus air purity checks four times a year. 

All persons filling scuba cylinders must be certified. The Hazardous Substances (Compressed Gases) Regulations 2004 take full effect from October 1, 2005. The new law covers the filling of compressed gas cylinders and will affect everyone who fills compressed gas cylinders, including SCUBA. From October 1, a person must not fill a compressed gas container unless that person is an Approved Filler and has a Test Certificate to this effect, issued by a Test Certifier.
